While federal public health experts can coordinate national response strategies, the impact of COVID-19 varies by state, city, county, village, and town. Local and state health officials have the best understanding of how the virus is impacting their immediate community, the level of community spread, community-specific risks, and who the community will trust to provide public health information. They use that understanding to adapt national guidelines for their communities.
